Sefton council are seeking expressions of interest from suitably qualified and experienced contractors who wish to be considered for selection to tender for the provision of its tree planting and establishment services. This work has previously been tendered on a yearly basis however this contract will run for a period of 3 years with each planting season followed by a two year establishment period. The work covers all aspects of tree planting and establishment on the adopted highway, and within parks and open spaces. The contract does not include breaking into the hard surface of the highway as this work is undertaken by another contractor however there is a requirement to work alongside and in cooperation with this existing contractor, ensuring flexibility with the delivery of the project. The establishment period following planting includes a guarantee, if the tree fails to establish or dies within this period you will be required to replace the tree like for like at no extra cost to the council. This will be undertaken within the next planting season. The contractor must respond appropriately in periods of hot weather to ensure replacements are kept to a minimum. Monthly reports will be expected showing conditions of planted trees, maintenance/establishment work undertaken and date of visit. The contractor must provide a rapid response (between the hours 8.00 am to 5.00 pm Monday to Friday excluding Bank Holidays) to attend to trees causing a health & safety risk. A one hour response will be required unless agreed with supervising officer. The Social Value Act came into force in 2013, and places a duty on public bodies to consider social value when procuring goods and services. Sefton Council is committed to maximising social value, by creating positive outcomes for the local economy and residents through sustainable commissioning and procurement. This is encompassed in the Council's Procurement Strategy. Accordingly, the contractor will be required to participate actively in achieving these objectives.
