TC645 - Data Science Framework

Background

Manchester City Council is looking to establish a Framework to help delivery of its research, intelligence and governance work, in support of its wider objectives. The Framework will provide a mechanism through which expert support and advice can be effectively obtained to meet the myriad needs of Manchester.

Decision makers in the city require high quality research and intelligence in order to ensure delivery of the The Manchester Strategy and to maximise the benefit from increasingly challenging budgets.

Framework Structure

Research and Intelligence in Manchester cover a broad range of activities which have been structured into four areas for the purpose of the Framework. They are as follows:

LOT 1 - Primary Research

LOT 2 - Appraisals and Evaluation

LOT 3 - Intelligence and Analysis

LOT 4 – Information Governance

Additional information: The Council is using the e-business portal known as THE CHEST www.the-chest.org.uk to conduct the procurement exercise. To gain access to pre-qualification questionnaire / request to participate, tenderers will need to register their company details at the above website.

Once registered, tenderers will be emailed a log-in and password which will allow them to gain access to the invitation to tender documents.

Tenderers will need to electronically submit their completed pre-qualification questionnaire /request to participate and accompanying documentation via the CHEST on-line portal by 19.00 hours on the 18th August 2016, as referred to in IV.3.4. Any supplier questions queries will also need to be submitted via THE CHEST website.

The Council welcomes applications from small or medium enterprises.

The contract will be for two year/s commencing 31st October 2016 with an option to extend for up to an additional 2 years.

The Council reserves the right not to award a contract as a result of the procurement process initiated by this notice and will not be liable for any costs incurred by candidates.

This framework is open to and may be used by other Association of Greater Manchester Authorities (AGMA), and Manchester Partners - this includes the following Councils, Bolton, Stockport, Tameside, Oldham, Trafford, Rochdale, Bury, Salford, Wigan, Blackburn Darwen BC, Blackpool, Cheshire East, Warrington, Manchester Central Convention Complex, Commission for New Economy, Greater Manchester Passenger Transport Executive (GMPTE),Greater Manchester Transport Unit, Greater Manchester Combined Authority and the Integrated Transport Authority, GM connect, and any other public authority, National Health Service (NHS) organisation or companies / partners owned by or part of any contracting body.

Under the agreement the provider will be required to support the Council’s economic and social regeneration objectives. Therefore selection and award criteria, specification requirements and contract performance conditions may relate in particular to social and environmental considerations.
