Gloucestershire County Council in partnership with the Gloucestershire Clinical Commissioning Group (CCG) is commissioning Community Based Support services in the home for Health and Social Care within Gloucestershire. Our commissioning intention is to keep people safe, well and as independent as possible in their own homes for as long as possible. In order to do this, we need providers who can deliver a high standard of service quality and who want to work with the Council to help create a sustainable market. This notice is in relation to establishing a Dynamic Purchasing System (DPS) to operate within the Rural areas of Gloucestershire. The DPS will run for a period of seven years, subject to a review at the end of year 2. The Council intends to publish a contract notice for the Urban areas of Gloucestershire in the coming weeks. Please ensure that any application, questions and clarifications are sent through this e-procurement portal. Note: <em>The Services required under this procurement fall within Schedule 3 of the Public Contracts Regulations 2015 (SI 2015/102), hence the Authority is not bound by all of the prescriptive requirements of the said Regulations. The Authority therefore reserves the right to follow its own modified version of the process prescribed under Regulation 34 of the said Regulations for admitting candidates to the DPS and awarding contracts thereunder</em> For the purposes of this Dynamic Rural Purchasing System, the rural areas of Gloucestershire are divided into 4 geographical zones following District boundaries. Each Zone is designated as a lot ('Lot') for the purposes of this procurement process. The lots are: 1. Cotswolds 2. Forest of Dean 3. Stroud 4. Tewkesbury Within each Zone, there is a requirement for a number of Service Types: Home Care including waking nights, sleeping nights and live in care Continuing Health Care Continuing Health Care Complex Providers can apply to work in all four Zones if they wish or only one, and similarly Providers can choose which Service Types they apply for within each Zone. Providers do not have to cover a full zone if they do not wish to as over time we want providers to collaborate to deliver all the care needs in a Zone. There is no limit on the number of Providers we will accept on to this Dynamic Rural Purchasing System. During the term of the DPS, the Council will seek to increase the scope of the required services to include an<b><i> </i></b>obligation on Suppliers to meet the council's Electronic Call Monitoring<b><i> </i></b>requirements, details of which are outlined in more detail in the Application Documents.
