The contract is for a single supplier to provide Design and Build of Work Package 3 - Design and Build of a Replacement Continuous Emissions Monitoring System (CEMS) and Secondary chamber Oxygen monitoring with new system(s), compliant with all current standards, as per the user requirement specification (URS) for The Pirbright Institute (Pirbright), Ash Road, Pirbright, Surrey, GU24 0NF.

The scope of this contract is to replace the CEMS and Oxygen Analyser to ensure that the ISO 11 incinerator remains available to operate, safe, reliable and will serve the building for a minimum of 10 years.

The scope of works will involve:

Detailed design work for the new CEMS and Oxygen Analyser, ensuring it complies with the URS and all applicable standards
Supply, manufacture, delivery and installation of the new CEMS and Oxygen Analyser
Offline commissioning of the new CEMS and Oxygen Analyser
oIt is a recommended that as much pre-commissioning works takes place prior to the shutdown
During the scheduled shutdown, the field sensors will be installed.
Final commissioning with the incinerator in operation.
On completion of commissioning, remove and dispose of existing CEMS from Incinerator Plantroom.
Management of all subcontractors employed by the supplier to complete these works.
Training and Operational Procedures
On completion, an O&M is to be submitted which provides details of works from design to completion. The O&M should include all relevant items shown in the PIF and should include all drawings, point to point testing and SAT commissioning. A separate section should be provided to show details of the following:
oBrief Description of the works being carried out.
oProject Risk Assessment.
oKey structural principals.
oHazardous materials used.
oInformation on the future removal of installed plant.
oH&S information about equipment provided for cleaning or maintaining installed plant.
oThe nature, location and markings of significant services.
oInformation and as built drawings of buildings, plant and equipment.
oStep by step activities to carry out the works.
oLesson Learnt, challenges met and how they were overcome.

A CDM Construction site will be set up as part of the overall project which will provide for the following:

Site Supervision
HERRAS fencing and appropriate signage around CDM area
Site Office
Welfare Office including changing areas
Waste skips
Scissor lift
Fork-lift truck / telehandler
CDM documentation / inductions / daily logs / management of RAMS

For this tender, the supplier is required to provide a cost for annual servicing of the new CEMS and Oxygen Analyser. The requirements for this service contract are:

12-month routine service, preventative maintenance & calibration services
Critical Spares List showing the itemised costs
Work Rates for additional works required outside the scope of the routine service.

Additional information: Please note that Appendix H - Confidentiality Agreement must be completed, signed, and emailed to Procurement.Department@pirbright.ac.uk asap. Then and only then will access to the full ITT package (6. Appendix E1 - Site Documents & 6. Appendix E2 - Existing CEMS Drawings) be granted to the requester.
