Home energy visits and referral scheme

The Council is committed to improving the health and wellbeing of Hounslow residents by helping reduce fuel costs and improving the energy efficiency of housing. Evidence suggests that cold homes caused by poor thermal efficiency and fuel poverty have negative impacts on health, particularly on older people and those with pre-existing medical conditions.

To help achieve this aim Hounslow Council wishes to provide extra support to vulnerable households through a programme of home energy visits. This contract is for the provision of services over the next three years, namely:

2018/2019 (November 2018 - March 2019) - The Council has £60,000 allocated to fund a home energy visits programme to the end of March 2019.

2019/2020 (April 2019 - March 2020) - The Council is yet to secure funding for this part of the programme and has the right to terminate (given appropriate notice) if funds are not secured.

2020/2021 (April 2020 - March 2021) - The Council is yet to secure funding for this part of the programme and has the right to terminate (given appropriate notice) if funds are not secured.

This contract is therefore a 1+1+1 year contract (from award of contract date 06/11/18 to 31/03/21) - but there will be annual reviews (towards the end of each respective financial year) and a decision made by the Council on whether the programme continues prior to the commencement of each new financial years programme.

The home energy visits will promote well-being and help reduce emergency admissions and excess winter deaths
