description
Anchor Hanover are looking to develop mutually beneficial, long term partnerships with practices that provide the following services:
| • | Architectural Services* |
| • | Structural Engineer* |
| • | Cost Consultant |
| • | Contract Administrator** (Employers Agent) |
| • | CDM-Principal Designer |
| • | Mechanical and Electrical services |
| • | Planning Consultants |
*These services will be up to contract award with post contract services appointed by the contractor
**This service may be combined with the cost consultant appointment
The preferred number of suppliers for each discipline is anticipated to be in the region of 2-4 (however we may decide to have more).
The majority of projects will be new build construction and will have a build value of around £20m - there will be occasional projects with values in excess of £25m and a range of lower value projects involving alterations and extensions to existing developments with a value of around 35m. The tender will include a value a value matrix for the bidding of fees across a range of project values.
Anchor Hanover's 8-year development strategy was launched last year and assumed that it would deliver about 32 schemes at an average construction cost of £20million each. The strategy sets out the areas we will aim to deliver these schemes and these priority areas cover a significant part of the country. Of these 32 schemes 5 have already been purchased and have consultants assigned to them. In order to deliver the strategy by 2027 the target is to have secured the remaining 27 sites by March 2023.
It is expected that Anchor Hanover will continue to develop at a similar rate going forward but there can be no promise of this until subsequent programmes have been approved by our Board.
GEOGRAPHICAL AND SERVICE LOTS
Anchor Hanover intend to procure a separate lot for each of the services. However, due to the anticipated volume of work and nature of the service the preferred route is to procure some services on a national basis and others on a regional basis as follows:
National
Due to the relatively small anticipated contract values combined with the service being less site based it is proposed the following are national:
| • | CDM-Principal Designer |
| • | Planning Consultants |
Due to the desire to standardise and maximise the M&E aspect across the programme it is also proposed that:
- Mechanical and Electrical services is procured on a national basis.
Anchor Hanover are considering identifying one company to be the lead consultant for coordinating work to review and document a standard specification
Regional
Due to the need for more regular meetings on site and 'local' knowledge the following are proposed to be regional
| • | Architectural Services |
| • | Structural Engineer |
| • | Cost Consultant |
| • | Contract Administration (Employer's Agent) |
Additional information: The contract notice is to be released in Oct 2020 with award between March 2021 and April 2021.
The duration of the framework is 4 years - for national providers, consultants can determine their own view based upon the details of project type and values plus the details of AHG development plan that is included. For non national consultants it will be split on a north/south basis.
We anticipate to have in the region of 2-4 suppliers for each discipline (however we may decide to have more).
