Cefas requires the delivery of estimates of UK catches by recreational sea fishing by identifying and gaining agreement from a minimum representative sample of recreational sea fishers in the UK in autumn 2015 to complete a catch diary in 2016. The current tender is in two parts, which may be awarded as two separate contracts or as a combined contract to a single contractor. The first part is identifying a representative sample of people who go recreational sea fishing in the UK (Phase 1), and the second part is the running of the diary panel (Phase 2).
Cefas has a fixed budget for the work, and the number of people to be included in the catch diary panel will depend on the costs per diary quoted by tenderers. The sample of people obtained in Phase 1 must be large enough to provide a sufficient number of people agreeing to complete a diary, with reserves to replace drop-outs from the panel during the year. To ensure that the two survey elements are complementary, tenderers for either or both elements of the survey must provide costs for four sizes of programmes, one each for a total panel of 300, 400, 500 or 600 diarists. Each option should target a minimum of 50 diarists in each of the three countries Wales, Scotland and Northern Ireland. This means that for Phase 1, there should be separate quotes for the work required to source a sufficient sample of people to support a panel of 300, 400, 500 or 600 diarists after accounting for refusals and drop-outs.
