description
The Council are being provided with S106 money to build a Community Hub in the new development of Upper Lighthorne. The aim is to provide a community facility in the new village centre that aligns with the wider principles and vision for the community and creates a vibrant and viable village centre as a focus for community life. The Council is already working with the community to define what they need, taking into consideration the wider area; adjoining villages; what is currently already in place and new facilities that are proposed elsewhere on the new settlement, so that this hub offers something unique to the community that will enhance what it already has in place as opposed to duplicate provision.

The report attached at Appendix A of this specification outlines the proposal, amongst other findings to help ensure the success of this piece of work and sets the scene for the direction the Council and partners would like this project to take. As discussions are still underway with the Police and the full remit of their requirements is not yet understood the contract cost is based on their full involvement in the project which will be scaled accordingly. Legal services have been initially consulted with to understand how their proportion of the S106 money can be used. If it is determined that they require less space the money can likely still be used to provide community facilities within the shared building with agreement from the landowner. Initial discussions indicate that the Police will require a small amount of office space within the shared building in the form of a couple of rooms that can otherwise be used as rooms to rent out to the community. There is unli...
