This contract is for the provision of a support and accommodation service which will stabilise people who are over 25 years old with complex behaviour and inconsistent engagement with services through a personalised trauma informed model; within a 24 bed council high support service at New Steine Mews.
The contract is for the provision of support and management of the building at New Steine Mews, a hostel currently run by an in-house Council team in Central Brighton.
The Service Provider will deliver a high support service for single homeless people and rough sleepers with multiple and complex needs at accommodation provided at New Steine Mews, of which the unit shall be staffed 24 hours per day 365/366 days per year. Full details of the service requirements are detailed within the Service Specification.
The contract is being tendered under the remit of the Light Touch Regime in accordance with the Public Contracts Regulations 2015.
Bidders must consider TUPE implications when submitting their tender, including pension requirements. The building is Council owned and will be leased to the successful provider under a Peppercorn Rent. Information regarding the Lease and Condition of the Property, along with TUPE information will be available to bidders following the submission of a completed Non-Disclosure Agreement (NDA).
Bidders must ensure that their bids do not exceed the maximum budget of 320GDP per annum for Years 1 and 2 and 300GDP per annum for the remaining three yearas of the initial period. The successful bidder will required to allocate funds in their pricing proposals for repairs and improvements to the building. The above maximum budget is inclusive of these funds.
