Portsmouth City Council (the Council) is seeking to procure a contract for repainting and making good the steel beams on the underside of a road over water bridge. The Council is aiming to deliver the following objectives:

1)Increase the life span of the bridge.
2)Rectify any defective paint work system to the required quality by:
  • a.Demonstrating the adequacy of the renewed paint protective system and its durability, including compliance with the relevant Highway Standards.
  • b.Support the Council towards transferring of maintenance responsibility to a nominated third party maintaining agent, including the provision of necessary tests, quality assurance systems and maintenance manuals.
3)Ensure other maintenance works are captured in the same working environment.
4)Carry out required work in compliance with the Council's Environmental Protection Requirements and National Requirements for controlling pollution over river and prevention of noise and dust pollution.
5)Maintain a strict QA process.
6)Deliver a safe/effective/innovative project.
7)Guarantee minimal disruption to the transport network.

The Council is targeting to have awarded the contract by 3rd February 2016 and the successful Contractor will be required to start on site during April 2016 in order to deliver practical completion by end of summer 2016 in advance of Brent Geese roosting season in September 2016.

The Council envisages that the form of contract utilised will be the NEC3 Engineering & Construction Contract Option A. The contractor will be required to provide for open book accounting throughout the duration of the contract. Dependent upon specification options pursued the Council estimates that the value of the contract may be in the region of £1M - £1.8M.

A summary scope of the works includes but is not limited to:

Construct access or provide safe working methodology for waterborne access without significantly inhibiting transport infrastructure.
Safely remove current paint system in accordance with requirements imposed by the Environment Agency due to surrounding SSSI designation.
Apply new paint system to DMRB standards or provide satisfactory departure and provide satisfactory application testing reports.
Provide itemised costings for other works as requested at tender.

The Council will issue a hybrid specification which will allow for significant contractor innovation in respect of materials and work method.

The deadline for submission of requests for clarification is 29th October 2015 23:59 with the deadline for submission of completed pre-qualification questionnaires following on 5th November 2015 12:00. The Council is targeting to release tender documentation to shortlisted Contractors by 16th November 2015 with the deadline for submission of bids following on 18th December 2015.
