NHS North Lincolnshire Clinical Commissioning Group (CCG), in collaboration with North East Lincolnshire, Hull and East Riding of Yorkshire CCGs has commenced a review of its commissioning arrangements for the provision of dermatology services. North Lincolnshire is the lead CCG in this process, however the findings of this Request for Information will be shared and utilised by all four CCGs.
North and North East Lincolnshire CCGs are planning to procure a community based dermatology service which includes both benign and malignant skin conditions. The service will be supported by commissioned GPwSI services providing management of low risk BCCs within the community. The combined population of these CCGs is c336,000.
Hull and East Riding of Yorkshire CCGs are at an earlier stage in the review of their model and may progress to procurement of community dermatology services in the future. The combined population of these CCGs is c594,800.
The service will provide a safe, high quality, cost effective service for people with dermatological conditions.
The service for North and North East Lincolnshire CCGs will be required to:
| • | Accept dermatology referrals from all North and North East Lincolnshire CCG member practices (benign and suspicious of malignancy) |
| • | Ensure service users with a dermatological condition outside the scope of general practice receive a professional, responsive and high quality service that meets their needs whilst providing effective service delivery |
| • | Ensure service users’ equity of access to healthcare |
| • | Deliver measureable improvements in service user experience |
| • | Deliver value for money in the delivery of dermatology services |
| • | Provide services from fit for purpose, community based settings to meet the varying clinical needs of service users |
| • | Provide a consultant led service providing the full range of dermatology services |
| • | Meet the required standards as set out in the Improving Outcomes Guidance and Manual for Cancer Services Skin Cancer Measures |
| • | Deliver a local skin cancer Multi-disciplinary Team |
| • | Ensure close working relationships with primary care, GpwSI/Community Skin Cancer Clinicians, tertiary centres and the cancer alliance |
| • | Utilise tele-dermatology to support reductions in avoidable appointments |
| • | Provide training and support to CCG commissioned GpwSI/community Skin Cancer Clinicians |
Additional information: NHS North Lincolnshire on behalf of the four CCGs would like to request that Providers share their views and experience of delivering community based dermatology services including provision of services for patients with dermatological malignancies.
It is the intention that formal procurement activities will commence in August 2016.
All Providers are invited to participate in this request for information including Providers currently in the dermatology market or considering a move into the market within the geographic area.
The views of Providers will be highly valued and will be used to inform the redesign of dermatology services and service specification.
Please note that the CCGs covered by this Request for Information will not reimburse any cost to any Provider for participating in this RFI.
