The Secretary of State for Home Department, as Contracting Authority, the National Police Air Service (the legal entity of which is the Police and Crime Commissioner for West Yorkshire and the operation of which is delivered by the Chief Constable of West Yorkshire), Police Scotland, Humberside Police and Dyfed Powys Police (together with the Contracting Authority, the ‘Customers’ and each a ‘Customer’), require the provision of TETRA Air to Ground Radio Support and Maintenance Services.

The service provider shall provide the services to support the TETRA Air to Ground Communications System (TCS) to include Cobham Control Heads and Thales Vector radios.

The Contracting Authority invites expressions of interest for the provision of a range of maintenance services as described in the Invitation to Tender (ITT). Details as to how to receive the ITT are contained within Additional Information.

The combined value of the services required is estimated to be between 1 500 000 GBP and 3 000 000 GBP including contract extensions and depending on the extent of take-up of maintenance and optional services (exclusive of VAT).

Details of current expenditure or potential future uptake are given in good faith as a guide to past purchasing and current planning to assist Bidders with the submission of their Tenders. The Authority does not intend that these should be interpreted as an undertaking to purchase any goods or services to any particular value and it will not be a guarantee that forms part of the Draft Contract.

The information in the ITT provides further details of the scope of the services to be procured and the procurement process to be followed.

Information of how to express an interest in this procurement can be found in the Additional Information.

Additional information: The Contracting Authority will conduct the procurement process on behalf of itself as principal and also on behalf of each other Customer. Any contract awarded may be novated to the National Police Air Service or any other Customer (or any of their successors or assigns).

The Contracting Authority expressly reserves the rights:

  • (i)Not to award any contract as a result of the procurement process commenced by publication of this notice;
  • (ii)To make whatever changes it may see fit to the content and structure of the tendering competition; and
  • (iii)Award (a) contract (s) in respect of any part (s) of the services covered by this notice; and
  • (iv)Award contract (s) in stages.

In no circumstances will the Contracting Authority or the National Police Air Service (the legal entity of which is the Police and Crime Commissioner for West Yorkshire and the operation of which is delivered by the Chief Constable of West Yorkshire), Police Scotland, Humberside Police and Dyfed Powys Police be liable for any costs incurred by candidates.
