A Concession to Access Duct Assets to deliver Telecommunications Services

Additional information: Nottingham City Council is undertaking a programme of investment in strategic transport routes to encourage expansion of its key growth sectors. These include highway improvements but also the construction of two new tram lines which were completed in August 2015. At the same time the Council has also taken the opportunity to install telecoms ducting along these routes to take advantage of substantially lower installation costs, and to avoid future disruption. It is now aiming to achieve a long term income stream from these ducting assets whilst at the same time encouraging investment to enhance the city?s connectivity and especially for small businesses.

Nottingham is fast becoming a hub of creative activity in sectors such as life sciences, clean tech and digital media. To support this growth a modern cost effective telecommunications infrastructure capable of offering low cost ?gigabit? connectivity is seen as an essential key factor.

To this end the Council intends to offer exclusive use of these specified assets to a single telecoms operator through a concession agreement with the option of securing future ducting routes when they are completed. It is particularly interested in finding a telecoms operator who will;

The concession will aim to achieve the maximum revenue for the Council as well as seeking a solution that can also have real impact on business growth in the areas where new services are delivered. While the council is ideally looking for a commercial operator who can maximise the return on investment for the council, the quality of the proposed solution ? measured by its likely impact on business growth - will also be an important consideration.

The contract is expected to start January 2016 and it is expected that the contract duration will be for 20 years.
