description
HMRC require a stacker truck with a paper roll clamp to lease for a period of 24 months which must be either new or entered into service within the last 2 years.
The contractor must ensure that the truck:
| • | Is electric powered |
| • | Has forward and reverse gears |
| • | Has a separate lever for hydraulic control of all actuators |
| • | The hydraulic system must have the capability to operate actuators at variable speeds, which must include ‘creep’ type operation for precision movement of the actuators |
| • | Has a safety overhead guard on drivers compartment capable of withstanding a fall from the described paper roll |
| • | Includes a power level indicator to estimate remaining operating time before the batteries need to be recharged |
| • | Rear view mirror |
| • | A minimum of two forward facing and one rear facing spotlight |
| • | Flashing beacon which can be operated by a keyswitch |
The paper roll clamp needs to:
| • | Be hydraulically operated |
| • | Have the ability to rotate |
| • | Have interchangeable contact pads which can grip the paper securely whilst leaving minimal witness mark/damage to paper surface |
The applicable battery charger for the truck must be provided by the contractor.
The contractor must ensure that the equipment has overall dimensions that enable it to work in areas which have restricted access.
More specifically, the equipment must be able to move readily through a door opening with the following dimensions 2.4m x 2.4m.
The contractor must provide equipment that is capable of stacking the paper rolls to a height of 4 metres.
The contractor must provide equipment which is capable of operating in the following work environment:
| • | Routinely within a warehouse with concrete floors |
| • | Occasionally in an outdoor environment for loading and unloading delivery vehicles on tarmac surface |
| • | Delivering rolls from the warehouse to the production area, a distance of no more than 50 metres |
| • | The equipment will be used on average 3 hours per day, 5 days per week |
Site visits can be arranged for 20th October 2015 on request.
The preferred delivery time to site for the equipment, which should already have been pre tested at the contractors site, is 7th December or as soon as thereafter.

Online tender documentation must be fully completed (and any requested associated hardcopy documents received by HMRC) no later than 12:00 on 27.10.2015. Tender documentation not submitted in the required form (or containing the requested information) may be rejected.(When requesting access to the online Tender documentation, please notify the Authority if you have any accessibility issues (disabilities) which may prevent you from providing a high quality response using the e-sourcing application. This will then allow HMRC to agree with you an appropriate format for you to view and respond to the requirements). All communications shall be in English. Tenders, when invited, and all supporting documentation must be priced in Sterling and all payments under the contract will be in Sterling. Any contractor agreement resulting from the Invitation to Tender will be considered as a contract made in England according to English Law and subject to the exclusive jurisdiction of the English Courts. The Awarding Authority does not bind itself to accept any tender and reserves the right to accept any part of the tender unless the tenderer expressly stipulates to the contrary.
