Greater Nottingham Community Gynaecology Service

Interested parties should note that this Notice is a Prior Information Notice (PIN), and is not the commencement of a formal tender process. Any formal tender process will be commenced through an entirely separate Notice, which interested providers will need to separately express interest in. The purpose of this PIN is to ready the market for a potential procurement, and to support a vibrant competition. To that end, a draft specification and Memorandum of Information are supplied with this Notice.

Greater Nottingham Clinical Commissioning Partnership is considering procuring a Community Gynaecology Service for patients in Nottingham City, Nottingham North and East, Nottingham West and Rushcliffe Clinical Commissioning Groups.

The overall aim of this proposed procurement is to reduce secondary care activity, clinical variation in referral behaviour and improve patient experience. The requirement will be a consultant led service that provides clinical triage of all gynaecology routine referrals.

The expectation is that all patients with a routine gynaecology referral will be referred to the community gynaecology service for triage/treatment (and advice and guidance if applicable). Patients will only be referred to secondary care where there is a definite need for hospital based specialist services. The community gynaecology service will provide a single point of access for service users and health professionals and provide a multi-skilled approach to assessment, diagnosis and treatment to the management of gynaecological conditions. The Contract value is anticipated to be circa £590k pa and it is envisaged that a contract will be let for circa 33 months with a possible extension of any period (or periods) up to a further 24 months, as defined at the discretion of the Commissioner. Services are planned to commence from 01/07/19.

This proposed procurement will be carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners. The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).

Any tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations.
