The Youth Service aims to provide a wide range of high-quality engaging opportunities and activities for young people aged 11-19 (up to age 25 if they have additional needs) to enable them to build their social and emotional skills, develop their own projects and enjoy safe spaces.
The provision will be divided:
| • | Hubs that will cover the four quadrants in the borough (the north west, south west, north east and south east); |
| • | Detached teams that will undertake street-based youth work with hard to reach groups of young people; |
| • | Specialist Projects aimed at groups of young people that may require dedicated support. |
The provision will be working alongside the in-house service and youth activity provision led by the CVS forming strong partnership and networked approach.

For avoidance of doubt this is not a call for competition at this stage, the purpose is to advise the market on the forthcoming procurement of London Borough of Tower Hamlets Youth Services and seek ideas from the market that may inform the final specification.
