The Council of the London Borough of Redbridge (the Authority) invites Tenders from suitably experienced and qualified providers for the Contract for the<b> </b>Provision of an Accommodation Based Support Service for Women and Children Affected by Domestic Violence in the London Borough of Redbridge (the Contract). The Contract will commence on 1st June 2016 and, subject to satisfactory performance, will operate for a period of three (3) years, terminating at midnight on the 31st May 2019 (the Contract Period). At the sole discretion of the Authority and subject to satisfactory performance of the provider, the Contract Period may be extended for up to two (2) years, in such period or periods as the Authority deems appropriate, providing a total possible Contract Period to midnight on 31st May 2021. The maximum annual budget available for the Contract is £108,000. However, Tenders will be judged on value for money and lower priced Tenders will be considered where quality of service is assured. Any Tenders submitted above the allocated budget will not be accepted. The Contract is to provide accommodation based support to women and children affected by domestic violence across ten (10) units located in premises owned by a third party. The appointed provider will be required to enter into arrangements directly with the landlord of the premises in order for the appointed provider to deliver the Service. The appointed provider will need to cover the cost of these arrangements and all issues associated with the use of the premises. Organisations shall be aware that the costs associated with the use of the premises, including the associated units, is not included within the available budget for the Contract. The Authority requires the budget provided by the Authority for the Contract to be used exclusively for the delivery of the service required under the Contract and that the appointed provider shall fund the cost of the premises from alternative sources. The service shall: · Provide emergency accommodation for women and children affected by domestic violence; · Provide women a safe space and the time to make informed decisions about their future; · Provide emotional and practical support that enables the women to make the transition to independent living when they are ready to move on; · Provide person centered and outcome focused support to the women and children ensuring they are emotionally and practically supported.
