Southend Borough Council wishes to appoint a suitably qualified and experienced Quantity Surveyor to take forward the scheme for a new Pavilion on the Pier from RIBA Stage 2-3 (Concept/Developed Design) and, if planning approved and the cost plan is acceptable, to continue the contract through from Stage 4 - 7
