Market Engagement for Parking Enforcement & Operations

The Service will deliver all aspects of civil parking enforcement, administration of penalty charge notices, operation of on and off-street car park assets, provision of school crossing patrols, and digital services including PCN appeals, parking permits, dispensations and suspensions, and customer support services.

The Council want to ensure any Partnership relating to the Parking Enforcement builds in as much consideration of the needs of the market as possible. The Council views this as a crucial factor in delivering its aspirations in an informed manner and for ensuring success for all the parties involved.

The dual purpose of this document is to seek engagement and dialogue with potential interested parties about the future contract. It builds on the previous assumptions, financial considerations and risk in the light of changes to the market and economy due in part to COVID-19. It will enhance understanding on all sides as to what is achievable as part of this service.
