The segmentation (first developed in 2010 and later verified in 2013) is a key resource for informing how transport policy is designed and delivered.

DfT needs to understand if the segmentation is still valid and, if not, what options are available for developing a new one.

This feasibility study will address this evidence need by presenting options and recommendations for:

Verifying the current segmentation – i.e. checking segment sizes are similar to estimates made in 2010 and 2013

Filling any gaps in the current segmentation – for example, identifying any recent trends that have an impact on travel attitudes and behaviours and that weren’t included in the original study Optimising the current segmentation – specifically, the process for mapping the segments by their likely prevalence in local areas across England
