NHS Ipswich and East Suffolk Clinical Commissioning Group, NHS North East Essex clinical Commissioning Group and NHS West Suffolk Clinical Commissioning Group are looking to commission Specialist Fertility Services for their localities. This service specification relates to the specialist fertility service tier (level 3) of the service only. It is expected that Service Users will have already completed the medical and surgical management prior to referral to this service.

This service specification will be read in conjunction with the respective Fertility Commissioning Policies for each Clinical Commissioning Group (CCG) party to this contract. The Commissioning Policy defines the Commissioners eligibility criteria and Service Users should not be treated outside these without seeking Prior Approval from the relevant CCG. The service will be subject to a contract for 5 years plus 2 years and will be on a cost and volume basis. The contracts will not provide a guarantee around income or activity levels. As an indication the 2018/19 spend for

these services in this locality was around £200,000 per annum, therefore £1,400,000 across the potential 7 years.

Contract review provision:

Please note that the services and associated specification, activity, and prices commissioned within this contract may be subject to review and change through a variation to the contract in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015. This may include, but may not be limited to, changes in eligibility criteria or amendments to local fertility policies. Additionally, and in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015, the contract may also be amended in terms of the original services supplied, where it is reasonable and logical for additional services to be delivered in conjunction with this Contract. Any changes to the Contract shall be subject to discussion with the Provider to reach agreement on the scope of service change and local price in accordance with these provisions. The Provider will be asked to participate in the development and redesign of relevant pathways that may result from this development.

Additional information: The services to which this procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the "Regulations").
