description
National Highways (the Client) is seeking the provision of services to progress a project with the core objective of examining alternative intermediate interventions that would consistently work in locations that would benefit from an upgrade, but where there isn't a strong enough economic case to provide a dual carriageway with grade separated junctions. This will contribute to our performance goals outlined in the Strategic Business Plan (2020-2025), specifically for improving safety for all, providing fast and reliable journeys, and delivering better environmental outcomes.
This task (Phase 2) builds on the work done to-date. It will consider, for the three road type options identified as viable in the Research into Network Application stage, do detailed analysis to demonstrate how safety, environmental, operational, maintenance, capital and whole life costs are impacted. It will seek to identify the optimum from these three options. The output of this work will then pass to the SES owner of CD127 Cross-Sections and Headrooms to verify the research, to check and challenge, to then decide if a new road type is feasible and that the benefits would align with our National Highways Business Objectives. If any option is deemed feasible it would be debated via the Road Layout Technical Standards Committed for consideration and inclusion in CD 127 Cross-Sections and Headrooms as a new road type.
