Portsmouth City Council - the 'Council' - is seeking tenders to appoint a Principal Contractor on a 2 stage open design & build partnership contracting basis to co-ordinate design activities with specialist sub-contract work packages and subsequently manage the delivery of the corresponding remodelling works at Pyramids Centre in Portsmouth. The Principal Contractor will also be taking on the Principal Designer role upon award of the contract.
The Pyramids Centre is owned by the Council and run by the operator, BH Live, who manage the waterslide, pool and gym provision but in recent years the market has been in decline with the facilities needing updating to reflect the changes in customer expectations. The Council are looking to remodel the existing provisions at the Pyramids to bring a new lease of life to the centre.
The remodelling will provide a centre that can cater for a wider range of age groups through the installation of a soft play/trampoline provision, extend the limited gym space into the Plaza events venue to create a large health and fitness space and to retain and refurbish the existing smaller hospitality space.
The scope of design activities and works includes -
- oCo-ordinate Design activities in partnership with specialist play equipment sub-contractor, fabricate & installation of the activity centre and associated meeting rooms
- oCo-ordinate Design activities in partnership with specialist gym equipment sub-contractor and install the new health and fitness suite
- oProgramme co-ordination and management
- oDecommissioning & enabling works of the waterslides
- oRefurbishment of the existing reception area
- oRefurbishment of the toilet/changing facilities
- oRefurbishment of the caf? area
- oInstallation of the 4 party rooms
The redevelopment works will be split into two separate phases:
- oPhase 1 - Design and construction of the soft play and trampoline area and refurbishment of the reception area, toilets, caf? and party rooms - completion by Friday 12th March 2021, although ideally by Friday 12th February 2021 if possible on a cost effective risk assessed basis
- oPhase 2 - Design and construction of the new gym facilities and equipment - completion by Friday 25th June 2021
Award of the contract is scheduled for Monday 2nd November 2020 and the cost of both the 1st stage PCSA and 2nd stage D&B contracts is currently estimated at ?2.5M inclusive of equipment supply, all installation costs and co-ordination in finalising specialist sub-contractor designs for each of the works phases, project management and testing / commissioning activities.
Separately to this procurement process a sourcing process has been conducted to identify and secure terms and pricing with the phase 1 specialist play equipment provider - the 'Supplier' - whom the successful Principal Contractor will be required to engage as a sub-contractor on a mandated basis.
