Provision of Specialist Contractors/Contingent Labour - PR18 Efficient Cost Project

ORR is seeking to procure additional support to take over delivery of an Efficient Costs project to cover resource shortages brought about by unscheduled staff changes within ORR.

We require a supplier to provide a pool of suitably qualified and experienced specialist contractors to provide oversight for the project as a whole and specific technical support/internal delivery for the Maintenance and Renewals workstream. It is critical that the chosen contractors integrate with ORR's existing staff working on the project. The contract is expected to run from w/c 06 November 2017 until 30 June 2018.

The contractors should be capable of independently reviewing UK rail infrastructure projects and programmes and developing a efficient cost framework.

The supplier is expected to name a selection of suitable individuals, a number of whom could be drawn on as necessary. They will work under ORR direction and will be based in ORR's London offices. As consistency of approach is extremely important, the chosen supplier must be able to ensure that, as much as is practicable, the nominated group is available throughout the term of the contract.
