description

The Authority is seeking to:

Establish a framework with up to three suppliers to provide the capital projects for the below types of work:-
a)Play park refurbishment (including minor building works, some fencing) and Park works including Landscaping
b)Flooding prevention, Drainage
c)Planting
d)Footpaths
e)External lighting and
f)Minor building works

To allow earlier contractor involvement in the design process, deliver the projects in an efficient manner and obtain a greater level of cost certainty for proposed projects earlier in the process.

The successful Contractors will provide services and works on both time charge orders, using the NEC4 Professional Services Short Contract and Works Orders using NEC 4 Engineering and Construction Contract Main Option A with secondary and optional clauses as indicated in Appendix 1 & Appendix 3 of the Framework Contract Data. The Works covered by the framework will be play park refurbishment and landscaping, flooding prevention, planting, footpaths, fencing, external lighting and minor building works.

The highest scoring tenderer will be directly awarded both of the immediate two requirements under the contract, i.e. both the Gleneagles Scheme, and the Priory Woods Cemetery (Drainage) Scheme, the details of which are contained within the Scopes contained at Schedules 5 and 6. The award will be in accordance with the terms of the Framework Contract. Each of the Tenderers are therefore required to complete the Contract Data Part 2 for both the Gleneagles Scheme and the Priory Woods Cemetery (Drainage) Scheme located in ITT Part 2 as well as the Contract Data Part 2 for the main Framework Contract.

The highest scoring three tenderers will be appointed to the Framework in descending order of tender score achieved. The highest scoring tenderer will be awarded the two immediate requirements (Gleneagles / Priory Woods Schemes). Subsequent call-offs against the Framework will be undertaken either by supplier 'Rotation' or by a 'Mini-Competition' tender process as detailed in the Framework Information

Full tender documentation for this contract is available via the Council's electronic tender portal, YORtender, accessible via Weblink https://www.yortender.co.uk and specifically Contract Ref. No. DN418043. Suppliers will need to register on the YORtender site if they have not previously done so (registration is free and takes only minutes).

The anticipated value of the Framework Contract inclusive of both the Gleneagles and Priory Woods Schemes is £4,000,000. The £ 4m figure is the maximum value of the Framework over the anticipated contract duration (36 months plus option to extend for up to an additional 12 months). Should the value of works awarded over the course of the Framework reach this £ 4m level before the end of the contract duration, then this contract will expire and the Framework will be re-tendered.

The estimated combined value of the works for the two immediate schemes is c.£500k.
