Establish a framework agreement for the provision Healthcare Transport Services

The North of England Commercial Procurement Collaborative (NOE CPC) is acting as an agent on behalf of NHS organisations throughout England, Wales, Scotland and Northern Ireland.

Patient Transport Services provide NHS non-emergency patients (and their escorts, if appropriate) with journeys ordinarily between their place of residence and healthcare facilities and between hospitals.

The eligibility for patients defines that they have a clear and genuine medical need and would, without the support of Patient Transport Services (PTS) be unable to access NHS healthcare, in accordance with the eligibility criteria of the Contracting Authority.

There is also a requirement to provide transport of other goods, including those which may be classified as Dangerous Goods and/or require transportation by temperature controlled vehicles.

Lot 1: Patient Transport Services with Clinical Support

This Lot will provide services for patients who require clinical support, in terms of vehicle requirements and/or accompanying healthcare assistants/escorts. These patients may include, but not be limited to:

Rental patients travelling to local dialysis units and outpatient appointments
Oncology and Haematology patients
Same day discharge patients
End of Life patients
Time critical appointment patients
Cardiac shuttle patients

Lot 2: Patient Transport Services without Clinical Support

This Lot will provide services for patients who do not require clinical support for their journeys to NHS healthcare facilities, in accordance with the eligibility criteria of each Contracting Authority.

Lot 3: Transport Services (Non-Patient) for Healthcare Organisations

This Lot will provide transport services, for the transportation of a wide range of goods to and from healthcare organisations on scheduled and ad-hoc basis, this may include (but not be limited to): confidential case notes/medical records, internal and external mail, furniture, medical equipment, linen (clean and dirty), specimens, medical gases, general supplies and any other goods. Please note: This Lot is for the transport of physical goods only and does not include the transport of patients or passengers.

Lot 4: Temperature Controlled Transport Services for Healthcare Organisations

This Lot will provide services for the safe movement of specialist goods to and from healthcare organisations on scheduled and ad-hoc basis including specimens (including pathology specimens/laboratory samples/micro-biology samples) and any other goods which may require temperature controlled transport (eg pharmaceuticals, drugs, blood) etc. This Lot is for the transport of physical goods only and does not include the transport of patients or passengers.
