Background

The Home Office Centre for Applied Science and Technology (CAST) wishes to commission a piece of research to understand the capabilities of the pulsed induction metal detection technique when applied to fast parcel and personnel security screening.

Key Criteria

Prospective organisations must:

Demonstrate they have the resource to start the research immediately upon contract placement and complete by end of February 2016.

Have demonstrable skills in the design and build of pulsed induction metal detection equipment.

In summary, the prospective organisation will be required to deliver:

Measurements of the pulsed induction response decay times of a range of threat and benign items to be determined in collaboration with the authority.

Consideration and measurement of the effect moving items may have on response (up to 60 m/min linear velocity).

Measurements of a range of ferrous alloy types with a view to understanding their responses and how they may differ.

Consideration and demonstration of the effect of detection performance with range, up to 1 m.

Construction and demonstration of a prototype pulsed induction metal detection system to demonstrate the above aspects. This system must have the ability to alter sensitivity (to account for different sized detected items) without altering hardware.

Before a detailed specification for this work can be released, a non-disclosure agreement must be put in place between prospective organisations and the Home Office. A non-disclosure agreement will be released on request to those organisations with evidence satisfying the key criteria.

Expressions of interest must include full contact details and outline the skills the organisation has, including any evidence, to demonstrate that the prospective organisation has the capability to deliver the requirement as set out above.

Responses must be sent to HOSProcurement@HomeOffice.gsi.gov.uk quoting HOS/15/035 in the subject line on a word document and not exceed two sides of A4 by 12 noon Monday 20th October 2015.
