Contract Review and Options Analysis

NS&I's current outsource contract commenced on 1 April 2014 and runs for an initial term of 7 years until 2021. NS&I have the option to extend for up to a further 3 years taking the maximum contract duration to 2024.

NS&I will be commencing a review of the current contract in January 2016 with a view to determining if an extension of the current contract or a re-tender of the services delivers the best outcome for NS&I.

The review needs to be completed by April 2016.

Successful bidders will be required to;

• (a)Work with NS&I to develop a framework that can be used to provide a robust decision making process and rationale. This framework will need to be capable of being reviewed by NS&I at a later date to validate the initial decision.

• (b)Support NS&I with the evaluation of the current position with a view to making an initial recommendation whether to extend or re-tender by April 2016.

• (c)Provide current market knowledge of outsourcing arrangements and strategies that may influence the decision.

• (d)Validate financial analysis, as required, to support the decision.
