Further to the Market Consultation notice published on Contracts Finder on 11 October 2016, NHS Barking and Dagenham (the Contracting Authority) is issuing this Invitation to Tender (ITT) relating to the provision of Elective Care Services from the North East London Treatment Centre (NELTC).
The ITT submission deadline is 1st February 2017.

Contract values provided in this notice are estimated maximum contract values for the full extended contract duration.
This is a cost and volume contract in line with National Tariff payment system.
The North East London Treatment Centre (NELTC) is based within the grounds of King George Hospital located at Barley Lane, Goodmayes, Ilford, IG3 8YB.
NHS Barking and Dagenham CCG is issuing this Invitation to Tender on behalf of itself, NHS Havering, Redbridge and Waltham Forest CCGs. The four CCGs aim to collaboratively procure North East London Elective Care Services (NELECS) to serve a population of approximately 1 million residents in outer north east London.
The scope of activity to be delivered will include outpatient, day case, surgical and associated activities, diagnostic/investigation (endoscopy), elective procedures, follow-up care and inpatient services (as required) for patients aged 18 years and up including the following specialities: ENT, Gastroenterology, Gynaecology (new specialty), General Surgery, Ophthalmology, Trauma and Orthopaedics and Urology (new specialty).
By submitting a bid a Bidder agrees to develop and agree with the Contracting Authority detailed arrangements for three outreach sites.

The Contract will be for an initial term of 63 months (5.25 years) with the possibility of extending the term for a further 12 months (1 year) beyond the initial term. As such therefore, if all available extensions are taken up, the maximum contract duration will be 75 months (6.25 years). The anticipated contract start date is 03/04/2017 with service commencement on 01/07/2017.
The contract value over 75 months is estimated to be between £64,543,020 and £69,706,462. Further details on activity levels are set out in the ITT documentation available from the contact point at I.3.
The Recommended Bidder will be required to accept the NHS Standard Contract 2017/18.
Additional information: This Procurement is for clinical services and falls under the 'Light Touch Regime' (Schedule 3 to the Public Contracts Regulations 2015 (SI 2015/102)). The Contracting Authority is only bound by those parts of the Regulations referred to therein and, to the extent that it follows any other part of the Regulations, it does so entirely voluntarily.
The contracting authority reserves the right to discontinue the procurement process at any time which shall include the right not to award the contract and does not bind itself to accept any tender received, and reserves the right to call for new tenders should it consider this necessary. The contracting authority shall not be liable for any costs or expenses incurred by any candidate.
All dates, time periods and values in this notice are provisional and the Contracting Authority reserves the right to change these.
The Contracting Authority will voluntarily incorporate a standstill period from the date when information on the award of the contract is communicated to tenders. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
