description
The purpose of the service to be provided is to enable the Authority to consider and process condition verification applications and other relevant planning submissions and S106 submissions in a timely and effective manner. The scale and nature of the proposed development requires a number of comprehensive and detailed planning matters to be addressed. These require the submission and agreement of a number of technical reports and plans which will need professional scrutiny to provide advice to NPA officers to enable the determination of relevant submissions. Work will therefore be task based and tender submissions should provide hourly rates for the provision of consultancy services by members of their team.
Planning conditions applying to the development address a very wide range of matters. Examples include those relating to protection of the environment and local amenity, access, protection of ecological interests, landscape, pollution, site lighting, blasting and vibration, control over built development on the site, restoration and aftercare. Interested parties are advised to review the planning decision notice to see the full range and scope of such conditions.
A number of the conditions require the submission of detailed surveys, assessments and mitigation schemes and this will involve technical assessment of the documentation submitted as well as endorsement from the relevant statutory bodies. The process for this has been shown in a flow chart prepared by the developer and is attached to this document. There is no fixed completion time for the work as the submission of Conditions Discharge applications and other related submissions is ongoing and subject to the timescales of Sirius Minerals, which may be subject to variation.
