Leicester City Council has been chosen as one of 28 areas for the roll out of the substance misuse housing support grant. This has been done on a test and learn basis over current and next financial years and is part of central governments funding commitment to support the National drug strategy From Harm to Hope.
The overall aim of the funding is to increase the proportion of people recovering from addiction in stable and secure housing. As part of the local implementation Leicester City Council is considering the development of a training programme aimed at increasing competence and confidence around the identification and response to substance misuse issues and the role that housing services can play.
As part of the commissioning process the Council is undertaking a soft market test to gauge the views and interest of the market in providing this training. The Council shall use the feedback from the SMT to appraise options and identify a preferred option for implementation. This might result in a tender exercise for this service.
This gives potential providers and other stakeholders the opportunity to express their interests and feed in their views about the commissioning proposals.
This process does not constitute a formal tender or other competitive bidding process and will not result in the letting of a Contract. The Council is using this process solely to test the market to gather information and ascertain the level of interest in this particular Service. There are therefore no formal criteria which will be used to judge your responses, and it is not our intention to provide any feedback.
