Adult Learning Services Dynamic Purchasing System (DPS)

The London Borough of Hackney is seeking providers with relevant experience to tender to join a Dynamic Purchasing System (DPS) to deliver or host a range of Adult & Community Learning courses, both accredited and non-accredited. This includes Community Learning, Vocational and Employability, Family Learning, ESOL, Maths, English and ICT. These providers will contribute to the delivery of specific community programmes to the 'hardest to reach' community groups in Hackney.

The Dynamic Purchasing System model provides flexibility both for the Council and providers as new suppliers can, having met the exclusion and selection criteria, join the DPS throughout its duration. There is no limit to the number of providers included on a DPS, and providers who are unsuccessful when applying to join may reapply at any time.

All elements of this tender will be managed online via Hackney's e-procurement portal ProContract under reference DN309118.

The DPS will select the most suitable training providers for the identified needs via a process of mini-competition. The mini-competitions will be operated through ProContract.

SQ responses must be submitted by no later than midnight, 16th February for bidders to apply for the first round under this DPS.

Expressions of interest applications must be by way of completion and return of the Suitability Questionnaire (SQ).

Hackney Procurement Service is offering supplier open day on 31st January 2018 to provide interested bidders more information about ProContract, answer any queries and to help bidders complete the SQ. The supplier day will be held at the Hackney Service Centre, 1 Hillman Street, E8 1DY from 9.30 - 16.30 and bidders are welcome to attend on a drop-in basis.
