1.3The Group invites all suitably equipped companies to tender for up to three electrical contractors to its preferred supplier list as follows;
Work cannot be guaranteed throughout this tender period
Works will be for smaller scale construction/refurbishment/repair works under £20,000
All works will be measured and valued in accordance with PSA Schedule of Rates for Electrical Services , Sixth Edition 2011 uplifted in line with the Contractors tendered percentage adjustment that account for
oInflationary increases / decreases in materials and labour cost when compared with the 2011 published rates
oRegional / market condition adjustments
oCommercial uplift to account for profit , overheads and attendance
The Contractor will be responsible for submitting to the Contract Administrator an assessment of cost based upon this format within 7 days of the works being instructed of a value under £3,000
All works under £3,000 will be appointed to one of the successful contractors on a rotation basis to ensure a fair and even spread of work.
All appointed framework Contractors will be asked to submit a valuation for any works in excess of £3,000 but below £20,000.
This tender will cover the Lincolnshire portfolio of sites and does not include the campus sites at Scarborough in North Yorkshire. Please see site list in Appendix H.

Additional information: All successful contractors are required to undertake the following as part of this tender;

You are required to remove your own waste from site and provide the Estates Officer with a record of any waste transfer notes. Waste should not be placed in the Group’s skips or waste bins. Any found to be doing this will risk being removed from the Framework.
All successful contractors will be provided with a log on to the Group’s Asset Management system. With this log on you will be required to log in and close down all jobs passed to yourself within 24 hours of completing the job. If jobs are not closed down in a timely fashion this will delay payments and may jeopardise future work. It will be the successful company’s responsibility to ensure that they have an appropriately trained person. Failure to manage the closing down of orders could result in removal from the Framework
Work on site is to proceed in accordance with the priorities set by the Service Level Agreement attached within Appendix I
All contractors must adhere to the Estates Contractor Handbook and requirements (copy attached with this tender)
All appropriate works will require an approved risk assessment &/or method statement prior to works commencing.
Six monthly contract reviews – dealing with performance, quality of work, improvements & recommendations for both parties.
All successful companies will be required to take part in open book accounting where all invoices will separate the labour element from materials.
All successful companies will be required to provide receipts for all items invoiced if requested as part of an audit. You should retain all purchase receipts for a maximum of 6 months.
All work to be carried out to the current Regulations appertaining at the time of the work
All works where required will be fully certified and appropriate drawings and manuals supplied as necessary
All materials used will be new and free of any corrosion or other form of deterioration (see previous with regards requesting invoice proof of purchase)
All materials used shall confirm to the appropriate British Standards/EN /Building Regulations part L as appropriate. Samples may be requested in advance of fitting at a cost to the Contractor.
All staff to have had Asbestos awareness training you will need to provide a letter confirming names.
All staff working on site will hold a minimum Level 2 qualification in their trade.

The Group has a number of confined spaces throughout its portfolio therefore a qualified engineer is required to hold the following as a minimum for this type of work;

  • Confined space entry with escape sets
