The Catapult is a technology and innovation centre set up by Government to advance innovation, to grow UK companies to make cities better. In talking to cities and industry about areas where they want and need to innovate, the Catapult has identified a strong demand for new ways of doing land-use planning. There is a strong central Government push for city administrations to better facilitiate housing and other development as well as engage and involve neighbourhoods and citizens in the planning process.
These drivers and moves towards a more 'zonal' plan-making approach mean that a data-driven, transparent and digitally-delievered is within reach.
The Catapult has developed a 'Future of Planning' programme to -
| • | demystify the planning process; |
| • | understand which elements of the process can be enhanced through data, design and digital tools; |
| • | develop concepts, use cases, prototypes and speculative film that demonstrate the future fo planning; and |
| • | quantify the inefficiencies in the current system and value new ways of doing planning. |
As part of this programme, the Catapult has identified, through its 'State of the Art research', an initial phase of user research and the Catapult's internal R&D, a large number of 'Digital Planning Concepts' that could tweak or transform the planning system.
This procurement is to contract with a suitably capable and experienced supplier of services that can conduct concept testing with relevant experts, stakeholders and potential users. The Supplier is expected to have the capability to iterate the design of this longlist of digital planning concepts into a shortlist of three priority concepts, underpinned by relevant service design, ux design and system architecture design and descriptions.
