This notice is placed as a Prior Information Notice and relates to a pre-procurement market engagement event to be held in Central London on 6th October 2022.

NHS England (NHSE) South East invite attendees interested in delivering health, emotional and wellbeing services for students at the Oasis Restore Secure School (ORSS) in Medway, Kent. ORSS will offer a restorative opportunity to students who have become criminally involved. Students will either be on remand or have received a sentence via Court.

NHSE is seeking a provider (or group of providers), who can deliver both clinical and non-clinical services, offering a student-centred approach to delivering services in partnership with Oasis Restore and Youth Custody Service including (but not limited to):

Physical health provision, including GP provision, health nurses and access to specialist therapies, for example, optometry, physiotherapy, audiology
Mental health services, inc access to talking therapies, counselling and psychology led provision
Neuro diversity services, inc. speech and language therapy
Substance misuse services
Health promotion and public health programmes, inc sexual health services, vaccination, immunisation and BBV provision
Health education
Pharmacy service
Dental services
Appropriate administrative and data management support.

Through innovative service delivery, the aim will be to improve the health and wellbeing, and the lives of vulnerable children and young people with complex needs.

NHSE would like to encourage collaboration between providers and partnership working, including community and voluntary sector providers to deliver these services.

The engagement event will allow commissioners to share the vision for the service and understand the level of provider interest. Commissioners and potential providers can network and explore opportunities to work collaboratively and support future commissioning plans.

The ORSS at Medway is the first of such secure schools. During the life of the contract, it is the expectation that the health service provider(s) and education provider (Oasis) work together to develop provision in a way that changes the lives of our students.

ORSS will have an initial capacity of no more than 50 students aged 12 to 17 years and will include boys and girls. All students will receive an intensive package of well-being, psycho-social and educational assessment, and support. The provider will be required to deliver a range of clinical health interventions and to develop innovative approaches that deliver a fully integrated education, health, and wellbeing programme, designed and delivered alongside Oasis. Oasis is a multi-academy trust responsible for 53 academy schools in England.

The contract is anticipated to commence during the second half of 2023/24 financial year. The annual contract value is anticipated to be circa £2 million, with the contract term to be confirmed.
