ESO Cost Monitoring Framework Phase 2

As part of the RIIO-2 price control, the Electricity System Operator (ESO) will submit updates on their IT portfolio as part of the Cost Monitoring Framework (CMF). By summer 2024, Ofgem has committed to rating the ESOs IT progress against their Business Plan.

Support is required from a Supplier to assess the ESOs IT portfolio using the Cost Monitoring Framework created by the ESO regulation team at Ofgem. This assessment will inform Ofgem's assessment of the ESO's performance under the RIIO-2 price control.

The output of this assessment is an independent report, consisting of:

• a)a holistic assessment of the ESO's IT portfolio against modern day best practice, and against each individual investment within this portfolio using the methodology outlined in the Cost Monitoring Framework.
• b)suggestions on how the ESO can improve the delivery of their IT.

c)Further to this report, Ofgem will require the supplier to continue its support on the ongoing aspects of the Cost Monitoring Framework.
