New Local Plan Review Integrated Impact Assessment

The Royal Borough of Kensington and Chelsea is seeking to procure consultants to undertake an Integrated Impact Assessment (IIA) of the Council's New Local Plan Review (NLPR). The IIA must incorporate the legal requirements for a Sustainability Appraisal (SA) and Strategic Environmental Assessment (SEA), as well as an Equalities Impact Assessment (EqIA) and a Health Impact Assessment (HIA).

The Council is seeking consultants to undertake most of the stages of the IIA process. The Scoping process has been completed in-house. This work must cover the requirements for the assessment stages of the SA (Stages B, C and D) and SEA Directive (2001/42/EU), as well as an EqIA and a HIA.

The Council is seeking a comprehensive assessment of the proposed policy and sites allocation options as part of the NLPR. This assessment must include an assessment of reasonable alternatives to be set out in a final IIA Report. This report must provide a clear audit trail of decision making, demonstrating how the IIA has influenced the evolution of the NLPR.

We would like to appoint the chosen consultant by end of September/early October 2021, with the final IIA report completed by Autumn 2022/Spring 2023, depending on the NLPR timetable. The expected budget is between £25,000 and £40,000. The closing date for the tender submissions is 17:00 hrs on 27th September 2021.
