Reporting to a Principal Economist in the MOE Market Monitoring team, this role will be required to support the team's work to monitor and assess developments in the business retail water market, and in particular work leading to the drafting and publication of Ofwat's second annual review of the market.

The role will be a key contribution to our understanding of how the business retail market is developing, how customers may be benefitting from competition, and what impediments there may be to better customer outcomes. The role will include design of market and customer analysis and modelling of customer benefits.

The key responsibilities are:

Model data from market operator concerning wholesaler and retailer performance and implications for effective market functioning
Request, collect and analyse information concerning the 'spillover' of customer benefits from the business retail market to other customers
Contribute to analysis of retailer data on market activity, and modelling of customer benefits
Support the team in delivering updates and analyses for Ofwat governance, including Board
Draft material to underpin Ofwat's second annual 'State of the Market' report

Other responsibilities include:

Contribute to / support stakeholder engagement initiatives, for example focus groups, briefings for key fora, drafting of materials
Liaise with market operator MOSL concerning collection and completeness of market data necessary to support Ofwat's market monitoring functions
Support work on constructing and understanding customer research project

Skills and knowledge required:

Highly numerate with strong analytical skills
In-depth knowledge of economics, including industrial economics / theory of firm, and economic regulation
Excellent oral and written communication skills, including the ability to communicate complex analysis and issues to non-technical audiences
Ability to take ownership and accountability for delivery of tasks and projects.
