description
NHS Hull Clinical Commissioning Group plan to implement a 4 year framework agreement from 1 April 2019 for communication and marketing services for both the CCG and Hull City Council.
The framework agreement will operate for the maximum allowable period under the Public Contract Regulations 2015 of four years and it is envisaged that the framework will be split into the following four lots:
- Public Relations
- Marketing Design Services
- Media Printing
- Video Production Services
It is anticipated the framework will be procured in December 2018. The routes to procurement under the framework will be both direct award and mini competition, with direct award being permissible for project values under £25,000. Prices will be determined on a project by project basis.
There will be no guarantee of work under this framework agreement, but potential providers not accredited to the supply of the services cannot be awarded specific services described in this notice.
The contract will be the NHS Terms and Conditions for Provision of Services (Contract Version).

Potential provider successfully awarded a place on the framework will be required to comply with the terms specified within the shorter form contract for services called off the framework.
A number of services will be explicitly excluded from the requirements of this framework including Statutory Notices and urgent pieces of work where approved providers cannot deliver works in timescales specified.
Potential providers can register on the e-sourcing system www.nhssouring.co.uk to register their interest for one, some or all the lots the CCG intends to procure under this framework. Once logged into the portal, access object pqq_29464 in PQQs available to all providers and complete the short questionnaire.
Potential providers should register their interest by 13.00 on Friday 30 November 2018.

Lot Descriptions
Lot 1 - Public Relations and Marketing Support
Potential providers will be required to provide public relations/marketing support for campaigns and projects, to be specified on a project by project basis during the term of the framework agreement.
The types of sub-category services required may include but not be limited to public relations consultancy, campaign management and copywriting.
The purchasing of advertising space is excluded from the requirements of this lot.
Lot 2 - Graphic Design Services
Potential providers are required to provide graphic design services to the Contracting Authority on a project by project basis. Providers will be required to produce visual communication materials for print and digital use.
The sub-category services which may be required could include graphics and production of finished artwork for print, digital adverts including animation, as well as production for leaflets, booklets, posters and online adverts. Subject to individual project briefs, micro-website design may be required, but this will be limited to graphic design only.
Potential providers may be required to produce materials in line with NHS branding requirements.
Intellectual property for all finished, approved artwork will belong to the Contracting Authority.
Excluded services within this lot includes website design services and print services.
Lot 3 - Printing Services
Potential suppliers will be required to supply finished print products in line with specified requirements within a print brief on a project by project basis.
Suppliers will be expected to supply printed products in a range of sizes, finishes and paper quality in small (less than 500), medium (500-5000) or large (over 5000) quantities.
Suppliers would be expected to deliver the products in suitable packaging to locations specified within the printing brief, which could be outside the boundaries of the city of Hull, within specified timescales.
Suppliers will be expected to receive print media and briefs electronically to provide the requirements of any printing brief.
Excluded services within this lot include the production of banners, advertising boards and similar exhibition display materials as well as digital media.
Lot 4 - Video Production Services
Potential providers will be required to produce live action or animated video materials to communicate key health messages to the population of Hull on a project by project basis.
Providers would be required to deliver video production and post production work resulting in a finished product for use by the Contracting Authority in a method determined on a project by project basis.
Providers will be expected to work collaboratively with the Contracting Authority and may be required to design and develop content for the finished products.
Providers may be required to use NHS branding requirements within their finished products.
