TERMS OF REFERENCE FOR LONDON CRC TASK FORCE

• Provide assurance to the Authority that the CRC Change Plan (Ambition 2020) demonstrates compliance with the Services Agreement and is meeting HMIP recommendations and recommendations set out by the London CMT and demonstrates

• Review LCRC's capability and capacity to deliver the Ambition 2020 change plan

• Monitor the CRC's delivery of the CRC Change Plan and prove in-depth assurance to the Authority that the Plan is being delivered in accordance with the Services Agreement.

• Recommend escalation and enforcement actions using contractual mechanisms where the CRC Change Plan is not being delivered.

• Carry out a root cause analysis of the issues arising from the operational model for the delivery of unpaid work in London and set out recommendations to address any failures to meet the requirements of the Services Agreement

• Carry out analysis of the interface between the NPS and CRC and set out recommendations to address any failures that prevent the delivery of probation services in London according to the Services Agreement and NPS Service Level Agreement.

• Carry out a review of the LCRC training plan and provide assurance that is it enables staff to deliver services in accordance with the Services Agreement.

• Provide support to LCRC to deliver bespoke training on sentence planning and enforcement as required and appropriate

• Provide further assurance that all offenders are being "actively managed" in accordance with the Services Agreement.
