<b>Background</b> Kent County Council (the Council) is the largest county council in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £900m on goods and services and a population of 1.3m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils. <b>The Opportunity</b> This requirement is for a Creative Services Framework within the Strategic and Corporate Services Directorate. The Council's External Communications Team are looking to implement a Multi-Supplier 'Creative Services Framework' with the purpose of extending the range of creative skills and services available to the Council. The External Communication Team is responsible for planning, developing and delivering a wide range of marketing and communications activities for the Council. By establishing a wider 'Creative Services Framework', the External Communications Team seek to have access to both in-house and external expertise to the Council's benefit. At the same time, it will enable the Council to retain a single consistent voice to customers and residents, and ensure that all messages have maximum impact while being delivered in the most cost-effective way. The Framework will help the team to access the required resources and capacity needed to meet demand in a way that is in keeping with Facing the Challenge and the Councils strategic drive to become a Commissioning Authority. The Framework will be used on a 'call off' basis so suppliers can deliver creative focused projects as and when required. The Services have been divided into Lots. Tenderers are invited to bid for all or any of the following Lots:<b> </b> <b>Lot 1: Marketing Communications and Related Services</b> Supplier(s) to provide effective, creative agency marketing campaigns and communication services to deliver tailored marketing communication solutions. <b>Lot 2: Creative Artwork and Related Services</b> Supplier(s) to be experienced in delivering artwork and artwork files for print, online, large format and exhibitions. This Lot requires a wide range of materials to include: long copy documents and reports (building graphs, charts and tables), leaflets, posters, newspaper adverts, way-finding, and to follow style across any printed material. <b>Lot 3: Graphic Design and Related Services</b> Supplier(s) to be experienced in graphic design and branding.
