Cornwall Council Soft Market Test for a Joint Venture Partner for:
- The construction of 1 000 homes; and
- The sales and marketing of a proportion of these homes, and
- The management of the affordable and market rental homes.

Cornwall Council's Housing Development Programme aims to deliver 1 000 new homes over the period 2017 - 2022, within key towns in Cornwall. The Council is seeking to provide an affordable, secure alternative offer for those in the private rented sector, those in housing need, and for those that want to stay within their local community. The aim is to provide housing that is supported by the community for the community.
The Council would like to undertake a soft market assessment to identify and better understand the market opportunities for progressing this initiative through a Joint Venture (JV) arrangement.
Homes developed through the programme will include a range of tenures including properties for open market sale, and affordable homes to rent. The focus however is on market rental properties. Both affordable and private rented properties will require management and landlord services.
The Council would welcome responses from organisations who are interested in bringing development and commercial expertise, to work with the Council to increase housing delivery and meet the programme's wider Vision and Objectives.
The Council uses a web-based system on the South West Portal found at www.supplyingthesouthwest.org.uk ( Due North ) to manage soft market test, quote and tender processes. New users to the system must register on this site to obtain a username and password before gaining access to the system.
All interaction with the Council in respect of this requirement will be conducted through the DueNorth system. In the event that you need to contact the Authority in relation to this opportunity please follow the instructions on the advert.
Once registered further documentation can be downloaded.
Respondents to this notice will be asked to complete a soft market testing questionnaire while the Council may also wish to undertake discussion with some or all respondents to further enhance understanding of the possibilities and levels of interest in a joint venture arrangement.
