Quotation for the Evaluation of the Sandwell Community Offer

The Sandwell Community Offer is an ambitious pilot project which aims to test the idea that the provision of early help within the community is effective in reducing the level of demand on acute health and care services.

The Community Offer is an important part of a wider agenda that seeks end-to end transformation in the way that social care and health services are delivered. Change is required in order to meet the increasing levels of demand from an ageing population whilst also operating within the financial constraints facing the public sector. The Community Offer is one of the elements of the Better Care Fund; the programme to deliver integrated working and shared budgets across Adult Social Care and the Sandwell and West Birmingham Clinical Commissioning Group (CCG).

Sandwell Metropolitan Borough Council is looking to undertake a quotation exercise to commission a comprehensive academic evaluation of the project. The required outcome is a report that sets out the economic benefits of the project.

The Council is undertaking the quotation exercise on its e-tendering portal.
