Manchester City Council is inviting quotations for the provision of a DBS Application Service to include:

On-line DBS enhanced disclosure application and follow up service to allow the licensing unit to check (on-line) with the service provider, the validity of a DBS enhanced disclosure
The verifying of a persons identification
A persons right to work in the UK (and be self employed)
An e-bulk on-line system which conforms to the standards required by the Ministry of Justice for connecting to the Criminal Justice System Exchange and is delivered in accordance with the Data Protection Act 1998;
System compliance with the industry standard ISO 27001;
Quick turn around application times with minimal delays with less than 1% system down time
Provision of adequate facilities to deal with applications (5000 over 3 years) for DBS certificates from applicants who wish to be licensed with MCC TLU as private hire or hackney carriage drivers
A service which is efficient and cost effective – with a possible reduction on costs through usage/demand levels
Provision of a site supervisor to oversee all parts of the service relating to the MCC TLU contract
Provision of bespoke reports as required by MCC TLU
Provision of dedicated fully trained administration support to applicants
Validation of the identity of every applicant and their right to work as a self employed private hire or hackney carriage driver licensed by MCC LU. In this regard there is an expectation that staff are fully conversant with relevant immigration legislation and checking and validating relevant documents

Additional information: The Council is using the e-business portal known as THE CHEST www.the-chest.org.uk to conduct the procurement exercise. To gain access to the invitation to tender documents, tenderers will need to register their company details at the above website.

Once registered, tenderers will be emailed a log-in and password which will allow them to gain access to the invitation to tender documents.

Tenderers will need to electronically submit their completed tender documents and accompanying documentation via the CHEST on-line portal by 17:00 hours on the 05.07.2016. Any supplier questions queries will also need to be submitted via THE CHEST website.
