East Devon District Council (the Employer) requires annual cliff inspections by rope access at coastal locations for a four year inspection schedule. Sites include: Sidmouth - Connaught Gardens Cliff; Beer - East Beach Cliffs; Budleigh Salterton - East Beach Cliffs; Seaton - West Walk Cliffs.

A separate and provisional price is required for the annual rope access inspection of West Beach cliffs in Beer. These cliffs are not owned by EDDC and the cost of these inspections is subject to approval by the respective landowner.

The scope of works for each site is set out in the following Employers Requirements.

The works will involve rope access inspections and light maintenance works to the cliff slopes and faces, making observations and records (notes and photographs), and working with the Council's appointed Engineering Geologist/Geotechnical Engineer to produce reports describing the rope access inspections, works and findings. Works are to be supervised by the separately appointed Engineering Geologist/Geotechnical Engineer who will be ultimately be responsible for the production and submission of all final reporting documentation.

The appointed contractor is to advise the Council of all spoil arising from scaling at the end of each working day, sending through photographs to the Council's Engineer and where possible, clearing this spoil from footways and trafficked areas. A separate and provisional item will be included in the pricing schedule for full clearance/removal of spoil.

Plans showing inspection extents are included in document C10/1007/2. Plans denoting approximate chainage distances used by the successful Contractor must be submitted alongside any submitted reports. Reports will be completed within 60 days following each annual inspection and are to adhere to the provided report format shown Appendix A.

The awarded contract will have duration of four years between 2021-2024 and inspections are to take place prior between January and the Easter Holidays in each year.
