Health Education England (HEE - the Commissioner) will be commencing a Market Engagement event for General Practice Nursing Fundamentals, Specialist Practice Qualification and Specialist Community Public Health Nursing Programmes.
In accordance with the Care Act 2014, HEE is responsible for the leadership of all healthcare education and training for those employed by the NHS and for those seeking NHS employment. HEE also has statutory obligations for the quality of the services which it funds and for the safety and protection of students and patients.
In line with this mandate, HEE initiated a comprehensive nationwide review of the post-registration community nursing programmes currently supported by HEE, to ensure that these programmes remain fit for purpose and that the core commissioning standards of quality, impact and value are still being met.
The market engagement event will have representations from HEE, the Queens Nursing Institute and the Nursing and Midwifery Council. To provide support to regional and national providers in meeting this expectation, HEE would like to update the market on the following:
| 1. | The work conducted to date by HEE in their review of the programmes, focusing on the expected procurement activities for 2023 and 2024. |
| 2. | The new Apprenticeship standards for Specialist Practice Qualification and Specialist Community Public Health Nursing Programmes. |
| 3. | The Queens Nursing Institute voluntary standards. |
| 4. | The new Nursing and Midwifery Council standards and revalidation process for new and existing providers. |
This Prior Information Notice (PIN) is to advise prospective providers of the Commissioners intention.
It is our intention to hold a market engagement event on Friday 24th February 2023 at 11:30am until 13:30pm to discuss our plans and consult with parties interested in potentially bidding for the delivery of these programmes. The event will provide an opportunity for potential providers to find out more about projected timelines, the process that we anticipate following, general discussion and an opportunity to network.
The event will be conducted in the form of an online presentation and discussion, organised through MS Teams. Please RSVP by Monday the 20th of February by 5pm with the name, title and contact details for attendees (a maximum of two attendees per organisation) to: Commissioning@hee.nhs.uk.
An invite to the MS Teams session will be sent prior to Friday 24th February 2023.
The contracting authority reserves the right not to proceed with the Procurement, or any part thereof, or change the requirements as necessary at any time.
The procurement if progressed will be conducted as an Open Procedure under the Public Contracts Regulations 2015 and a separate advert will be released.
