Midlands & Lancashire Commissioning Support Unit (ML CSU) on behalf of the Commissioners, East Leicestershire & Rutland Clinical Commissioning Group (ELR CCG) would like to invite providers to attend a 'Market Engagement Event' which will inform the market of the Commissioner's intentions to procure the Extended Primary Care Service.

The aim of all the services is to deliver essential, additional and enhanced services to registered patients in East Leicestershire & Rutland.

It is proposed that the terms and conditions of all the services, including tariff arrangements, will reflect those contained in Extended Primary Care Service.

The main benefits and expected outcomes are:

Equity of access and quality of the service across East Leicestershire & Rutland
Ensuring value for money and the most efficient use of available resources across the health and social care economy
Promoting and ensuring a positive patient experience
Aligning services to deliver the GP 5 Year Forward View

The Market Engagement Event will take place on 16th August 2018 from 9:30 - 12:30 and will take place at Brockington College.

The Market Engagement Event will provide:

an overview of the service to be provided
details of the anticipated contract type, length and particular conditions
an overview of the procurement process and the anticipated timelines
an opportunity for you to ask questions and feedback on the presentations.

The service will be commissioned via an open procurement process advertised to all providers which is proportionate to the value and complexity of the service and contract. The ITT will also be advertised on Contracts Finder), and on MLCSUs' procurement portal, Bravo, which will be utilised for the tender. b)selecting response to ITT,
c)select Open Access ITT,
d)search for and access listing related to this contract and view details,
e)click on Express Interest link.

NOTES

"Light Touch Regime" services

This procurement is for clinical services which are Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations ("Regulations"). Accordingly, the contracting authorities are only bound by those parts of the Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7. The contracting authorities are not voluntarily following any other part of the Regulations.

The procedure which the contracting authorities are following is set out in the MOI and ITT. As the CCG is a relevant body for the purpose of the National Health Service (Procurement, Patient Choice and Competition) (No 2) Regulations 2013 these Regulations also apply to this procurement.

Right to Cancel

The contracting authority reserves the right to discontinue the procurement process at any time, which shall include the right not to award a contract or contracts and does not bind itself to accept the lowest tender, or any tender received, and reserves the right to award a contract in part, or to call for new tenders should it consider this necessary.
