The Council, in partnership with Brighton and Hove Clinical Commissioning Group, invites bidders to respond to this ITT for the provision of home care at Brooke Mead Extra Care Housing scheme for an initial period of five years, with provision for a further extension of up to two years.

Brooke Mead is an exciting new and developing dementia-friendly Extra Care Housing scheme opening in Brighton. It will promote independent living and community engagement with the philosophy that 'extra care should be part of the community, not a community apart.' This is a purpose built scheme situated on Albion Street, Brighton, BN2 9PY.

The scheme will support a majority of service users who have low to moderate dementia but will also support other service users with a variety of needs that can be met within an extra care environment. The building is currently being completed and referrals for the scheme are still being sought at this time.

Brooke Mead includes gardens and a barista café area. There is not a restaurant on site. It has 45 self-contained flats with double bedrooms and all bathrooms have wet rooms. The flats will be separate and secure from lower floors where activities will take place.

There will be an office available within the building for the home care service to work from.

There will be Scheme Manager based on site who will be employed by Brighton and Hove Council. The successful Care Provider will be required to sign up to the Operational Protocol included in the specification documents, which details the working relationship between the Council and the Care Provider and the responsibilities of each party.

We are looking for a motivated home care service to provide the domiciliary care to all eligible service users within the scheme including the provision of overnight care. The home carer staff must have an excellent understanding of dementia care in an extra care setting. A shared philosophy of how their services work in collaboration with residents, carers and other agencies to promote independence is essential.

Bidders are required to hold an active CQC Registration for their existing home care service.

The estimated value of the contract is £900,000 per annum.
