The London Borough of Tower Hamlets (referred to as 'Tower Hamlets' or the 'Authority') would like to invite organisations to submit applications through a Dynamic Purchasing System Process to become accepted providers of the Tower Hamlets Tier 2 Weight Management Service.

Tier 2 weight management service is aimed at ALL Tower Hamlets residents who meet the eligibility criteria. The Service will support them to achieve better health and wellbeing outcomes.

The service will link with Tier 1 universal services such as local gyms and Tier 3 weight management service where appropriate.

Overweight and obesity presents a major challenge to the current and future health of the local population. Higher Body Mass Index (BMI) is associated with an increased risk of morbidity and mortality from a range of conditions and contributes to increased health and social care costs. Due to these reasons, weight management is a local priority for both the council and its partners and the local people.

Initial deadline to submit applications: 9th August 2019

Subsequent applications: Ongoing

Subsequent Evaluation: Every 6 months

Initial Contract Duration: 36 months

Extensions: 24 months (optional)

Contract start and expiry date: Contract starts on 16 September 2019 until 15th September 2022, with a possible 2 years extension (15st September 2024).

Estimated Contract Value: £154,000 per year; £462,000 for 3 years; additional £308,000 for the Extension Periods; Total Value: £770,000

The Authority is issuing this DPS to the Bidders to commence the application stage of this Procurement Exercise. The purpose of this DPS is to request Bidders submit an application with a view to identifying suppliers that can meet the Council's requirements for the Contract.

Organisations wishing to express their interest are requested to register on the London Tenders Portal (www.londontenders.org) where the opportunity documentation will be available for download. You will be required to complete an online application.

Bidders should note that the Contract relates to services that fall under the "light touch" regime of Regulations 74 to 77 of the Public Contracts Regulations 2015. This Procurement Exercise will therefore be run in accordance with the Public Contracts Regulations 2015 as they apply to "light touch" services. While the Authority is following a process similar to a Dynamic Purchasing System under the Public Contracts Regulations 2015 neither that fact nor any other statements, acts or omissions of the Authority in connection with this Procurement Exercise should be taken as indicating that the Authority intends to be bound by the provisions of the Public Contracts Regulations 2015 or the general principles of the Treaty on the Functioning of the European Union to any greater extent than applies by law.

A supplier briefing will take place on Monday 15th July 2019 between 12.30pm and 2pm.
