SCC has established a Schools Expansion Programme to provide the additional Primary and Secondary Schools places which are required to deliver Surrey County Council’s Education Basic Need Programme across Surrey.
The programme is comprised of a number of projects, including but not limited to primary and secondary school expansion projects, with various projects required for between September 2017 - 2020 completion, to deliver additional pupil places in line with demand from growing pupil numbers. These projects will consist mainly of expansions to existing schools by one form of entry (FE) or more with an average value of £3m. The schools and their current stage of development are shown in the table below.
Surrey County Council’s Property Service is responsible for delivering the schools expansion programme on behalf of SCC’s Education Authority as well as any Non – School projects.
Role Overview
This role is not to prepare and submit individual planning proposals but rather to focus on quality assurance and the quality of submissions, adopting a collaborative rather than adversarial approach regarding any planning advice received from the Council Planning Authority (CPA). The consultant should seek to advise across the client team and their consultants to ensure projects are evaluated and any planning issues and constraints are identified. This is to ensure high quality and timely submissions can be made to the planning authority including the implementation, compliance to, and discharge of any planning conditions imposed. Once appointed to a scheme it is expected that the consultant shall ensure all duties appointed for are discharged regards that scheme.
General Planning Specification Requirements
Planning consultant should:
-The consultant/s may be required to attend a maximum of two of 2 hour workshops during the course of their commission. -Provide general planning guidance as required by the client’s project managers pertaining to the projects commissioned for. -Support the role of the Client’s multi-disciplinary consultants in the preparation, submission and implementation of planning applications. -Have sufficient resources to perform the above work to a high standard, ensuring effective communication between all parties. -Review draft submissions for both quality and completeness to ensure an efficient and quick validation process by the planning service. -Support and advise the client in monitoring the implementation of planning conditions to ensure mitigation and compliance. -Support and advise the client at meetings as required.
